SHARC Vision

To develop Hospital Accreditation Standards in line with international standard, establish internationalised hospital accreditation system, implement internationalised hospital accreditation methods, and promote the high-quality and sustainable development of hospitals.

Introduction

The Shenzhen Hospital Accreditation Research Centre (SHARC) was officially registered and established on December 16, 2020 in accordance with the Provisions of the Ministry of Civil Affairs on the Registration and Administration of Private Non-enterprise Units. It is an independent non-profit third-party hospital accreditation and evaluation organisation under the guidance from the Shenzhen Municipal Health Commission.


Strategic Objective/ Direction

  • To promote the establishment of an independent, non-profit, third-party and internationally recognized accreditation body

  • To establish an accreditation organization in line with international standards, improve the management system of the Center, and promote the development of high quality hospitals

  • To optimize accreditation standards and attain international accreditation

  • To formulate regular, standardized and scientific hospital accreditation standards, and promote the internationalization of the hospital accreditation system 

  • To establish surveyor training programmes and attain the international accreditation

  • To establish an internationally recognized surveyor training and management system, and promote a credible, reliable, transferrable, and effective training system 

  • To strengthen organization and attain the international accreditation of External Evaluation Organisation

  • To improve hospital accreditation organization, implement hospital accreditation methods in line with international standards, and promote the continuous improvement of healthcare services in hospitals.

  • To implement international accreditation standards and surveyor training system for accrediting national and international hospitals

  • To implement international hospital accreditation standards and systems, piloting in public hospitals in Shenzhen and Guangdong-Hong Kong-Macao Greater Bay Area before striving to promote to national and international hospitals 

  • To continuously optimize the hospital accreditation system in line with international standards

  • To continuously promote the internationally recognized hospital accreditation system, integrate national and international practical experience and theories, and optimize the accreditation standards to support hospitals to continuously improve quality and safety of its heathcare services for patients

Corporate Ethics and Code of Conduct

Code of Conduct more

All Board and Committee members, surveyors and staff are required to:

Abide by all relevant national laws, regulations, rules, as well as best practice standards and SHARC’s requirements;

Commit to providing accreditation and other services impartially within the relevant standards, regulations, and legal framework to ensure fairness, consistency, accuracy, and professionalism in all decisions, and to gain the trust and recognition by the surveyed hospitals and patients;

Only undertake work commensurable with their qualifications and competence;

Strive to enhancing their knowledge and competence in conducting accreditation survey through continuing education, training and professional development;

Proactively avoid all conflict of interest by implementing and complying with the recusal (avoidance) policy, and disclosing to SHARC any conflict of interest, potential conflict of interest, and all current or past related matters that may affect their judgement at work;

Cooperate actively with relevant investigations when complained or suspected of  violating this Code;

Not engage in activities that would prejudice the reputation of SHARC;

Not engage in activities that may be in conflict with the best interests of SHARC, or may hinder the performance of their duties;

Not communicate false, erroneous or misleading information that may compromise the integrity of their work, including but not limited to misrepresenting one’s own or other individual’s qualifications, competence or experience;

Not engage in activities that are or may be beneficial to one's own interests when conducting SHARC business;

Not use position to promote own business interests or any other entity’s interests when conducting SHARC business;

Not accept any inducement, commission, gift or other benefits or advantages from any stakeholders in the course of their work.


Conflict of Interest more

When dealing with matters related to accreditation and evaluation, SHARC must strictly avoid conflict of interest and comply with the principle of fairness and integrity, and arrange surveyors to conduct accreditation surveys fairly and justly. All Board and Committee members, surveyors and staff should comply with the conflict of interest management requirements, avoid situations which may compromise (or be seen to compromise) their personal judgement or integrity at work or lead to conflict of interest, and disclose as soon as possible all relevant interests which, may conflict or may be seen to conflict with their official duties when conflict of interest cannot be avoided.

Possible conflict of interest include:

Conflict of interest occur when the “personal interests” of an individual compete or conflict with the interests of SHARC or with their official duties.  Personal interests include financial and other interests of the individual concerned, as well as interests of those associated with them, including their family and other relations, personal friends, the societies to which they belong, and any person to whom they may be obligated in any way.

Use of official position and relevant internal information to conduct private investment and outside work are some areas in which a conflict of interest situation may arise between an individual’s official duties and private interests.

Upholding the SHARC’s values, including transparency, integrity and evidence-based;

 Complying with the SHARC code of ethics and business conduct to ensure fairness and justice in all decision making and work processes;

Resolutely maintaining the confidentiality of information obtained in the course of work;

Maintaining independence and avoiding and declaring all actual and potential conflict of interest;

Treating all SHARC accreditation surveys and other related work with a high degree of responsibility, competency and accountability;

Proactively responding to the feedback, needs and relevant interests of hospitals and stakeholders.
